I disagree that item 125 is a pad counter, at least by the definition referenced. The def refers to taking off pages at 0.054 and 0.065 and these are just under and over 1/16". The tool would look more like two butter knives held closely together. This tool, if the handle fits in a fist, is measuring 1.0" to 5" and might be appropriate for making large thick pads that are glued up, but not the sewn ones in the definition.
